Panama Maritime Quality Services, Inc. (PMQS) has been appointed as Recognized Security Organization (RSO) by International Merchant Marine of Belize (IMMARBE) to review approval of Ship Security Plans For Belize Flag Vessels.
 
Pre-Application Phase
1.
Ship Owners or Company Security Officer (CSO) will designate or hire a qualified individual or company to conduct and prepare the Ship Security Assessment (SSA) and write the Ship Security Plan (SSP)

Company Security Officer (CSO) will use a SSA/SSP verification checklist to ensure that the Ship Security Assessment (SSA) and Ship Security Plan (SSP) meets the requirements of SOLAS Annex XI-2 and part A of the International Ship and Port Facility Security (ISPS) Code including guidance from Part B.

Company Security Officer (CSO) can use any SSA/SSP verification checklist issued by any classification society or by PMDS for the above purpose. Click here to download PMQS SSA/SSP verification checklist .
 
Registration
4.
The Company Security Officer (CSO) will require to register the Company as a User on the Panama Maritime Website, ISPS-Code Approval / Belize Section. Registration is free. Click here to register.
5.
After registration, Company Security Officer (CSO) will receive, via e-mail, confirmation of information received from the company and a User Name and Password.
 
Uploading Of Ship Security Plan

Company Security Officer (CSO) will upload Company's vessel SSP to Panama Maritime Website / ISPS-Code Approval for Belize section using the designated User Name and Password.
7.
The upload file MUST be a single Adobe PDF or single ZIP file containing the SSA, SSP and SSA/SSP verification checklist.
8.
The above single file shall be named with ship name and IMO number. Eg. M/V Brilliant Reefer IMO 6400563.
9.
PMDS will acknowledge receipt of the single Adobe PDF file or single ZIP file by email. PMQS will also calculate the appropriate fee based on the vessel's gross tonnage, and provide an Invoice via the same email to the CSO.
10.
Company Security Officer (CSO) will arrange payment to PMQS for the SSP Approval Application fee in advance by Standard Wire Transfer, or Bank Draft. The vessel's name and invoice number shall be mentioned when making payment.
 
Ship Security Plan Review For Approval Phase
11.
Upon receipt of payment, PMQS will review the SSP for essential elements and compliance with ISPS code basis on submitted SSA, SSP and the SSA/SSP verification checklist.
12.
PMQS will accept or reject the SSP within 5 days upon receipt of payment and will notify the Company Security Officer (CSO) in writing via e-mail.
 
Ship Security Plan Approval Certificate

If the submitted Ship Security Plan meets with the requirements of SOLAS Annex XI-2 and part A of the International Ship and Port Facility Security (ISPS) Code including guidance from part B of the ISPS code, PMQS will issue a Ship Security Plan Approval Certificate and courier same to the Company Security Officer (CSO) using the address data used during registration process in step 4.
14.
Company Security Officer (CSO) will include the certificate together with the SSP for implementation onboard the ship.
15.
PMQS will file the approval SSP with comments for use by IMMARBE if necessary.
 
Ship Security Plan Rejection Phase
16.
If the submitted security plan does not comply with the ISPS code, it will be rejected and the Company Security Officer (CSO) will be notified via e-mail with comments highlighting what revision need to be made.
17.
Step 6 to 12 need to be performed for the corrected revised SSP. The fee in this case will be 50% of the initial cost.
18.
For re-submission of SSP, the name of the single Adobe PDF file or single ZIP file shall be name with ship name, IMO number and upload number. Eg. " M/V Brilliant Reefer IMO 6400563/2". The number 2 signify that this is the second upload for the same ship.
