PMDS began operations in 1990 being initially authorized by the Panamanian Ship Registry as a Recognized Organization (RO) and further approved by some other flag states, such as Belize.
PMDS has also been approved as a Recognized Security Organization (RSO) for the purposes of the International Ship and Portfacilities Security Code (ISPS).
