The Marine Environment Protection Committee (MEPC), at its seventieth session, adopted resolution MEPC.278 (70) (Attached copy) with amendments to MARPOL Annex VI on data collection system for fuel oil consumption of ships, which entered into force on 1 March 2018. According to this regulation, for ships of 5,000 gross tonnage and above engaged in international voyage, the data collecting and reporting will be required from the 2019 calendar.
IMO DCS applies to ships of 5,000 gross tonnage and above, for which the Ship Energy Efficiency Management Plan (SEEMP) is required to be retained onboard. Further amendments to MARPOL Annex VI, adopted at MEPC 70, establish a mandatory IMO DCS for the collection and reporting of fuel oil consumption data for each type of fuel used by a ship.
It is not applied to ships not propelled by mechanical means, and platforms including FPSOs, FSUs and drilling rigs, regardless of their propulsion.
Timeline for the implementation
PMDS is authorized by the flag Administrations of Panama and Belize as a Recognized Organization (RO) to carry out all tasks required under the revised MARPOL Annex VI including the verification and approval of SEEMP Part II as well as the issuance of the required Confirmation of Compliance.

PMDS is authorized for the issuance of Confirmation of Compliance (COC) (as applicable by Flag Administration requirements. Refer to Panama Flag MMC-365 and Belize MMN-18-002r1).
Panama Maritime Documentation Services (ClassPMDS) offers a web-application developed by Syndeseas Integrated Solutions Ltd, for supporting ship owners / ship managers in meeting the IMO DCS regulatory requirements (MARPOL, Annex VI, Regulation 22A).
This simplified tool has been designed and developed for supporting companies in correctly collecting and reporting data for compliance with both EU MRV & IMO DCS regulations: the mrv_log
The main purpose of the tool is to collect the necessary information and generate annual reports will be delivered to PMDS to perform the verification:
PMDS technical staff, upon completion of the verification, will be able to update the platform with a recommendation on whether PMDS may confirm to the Flag Administration that the submitted ship annual fuel oil consumption report complies with Part II of the SEEMP and the requirements of the MARPOL Annex VI, Regulation 22A.
Statement of Compliance (SOC) will be issued by PMDS as applicable by Flag Administration requirements. Refer to Panama Flag MMC-365 and Belize MMN-18-002r1).
