(ClassPMDS) is a Panamanian Recognized Organization established in 1989 and presided until 2010 by the late Dr. Hugo Torrijos Richa, senior maritime lawyer, who for more than 10 years served as General Director of the former Panama’s Directorate of Consular Maritime Affairs, known today as the Panama Maritime Authority.  Dr. Torrijos also served our country as Permanent Representative of Panama to the International Maritime Organization for many years. Fairplay Magazine recognized him as “principal architect of modern Panamanian shipping” for his priceless dedication and contribution to the Panamanian flag by setting the way to position Panama as the world’s number one Flag State.

PANAMA MARITIME DOCUMENTATION SERVICES INC. (ClassPMDS), a subsidiary company of PANAMA MARITIME GROUP, is one of the first Panama-based companies to offer integrated solutions and services under a single company to the national and international maritime community.  As part of the group, we receive legal support and advice from TORRIJOS & ASOCIADOS, a law firm specialized in maritime and corporate law and a wide range of other areas; and rely on the training and certification support from the MARINE TRAINING AND CERTIFICATION CENTRE, a maritime training center authorized to certify seafarers in full compliance with the provisions of the STCW Convention 78/95.

(ClassPMDS) has been authorized by the Panama Maritime Authority (1989) and IMMARBE (1992) to carry out surveys and issue technical certificates to all vessel types. To this end, the company relies on a global network of over 200 qualified and experienced surveyors located in major international ports and coastal cities around the world, and receives outstanding support from our head office staff composed of 32 employees, including captains, naval architects, marine engineers, surveyors and other duly qualified and specialized professionals. PANAMA MARITIME DOCUMENTATION SERVICES INC. (ClassPMDS) is duly certified by the Quality Management System ISO 14Q13400 and authorized as a Recognized Security Organization (RSO) for the purposes of The International Ship and Port Facility Security Code (ISPS Code).  It was also recently authorized by the Panama Maritime Authority to issue the pertinent Certification in accordance with the requirements of the Maritime Labour Convention (MLC 2006) and to issue Class Certificates by means of Resolution No. 106-OR-27- DGMM dated June 10th, 2013.

Ship Classification is a mechanism by which the international shipping industry regulates itself. Ship Classification implies development of rules (standards) for the construction and maintenance of a ship's structure and essential engineering system and implementation of such rules in new building and existing ships to ensure the safety of the ships.

PANAMA MARITIME DOCUMENTATION SERVICES INC. (ClassPMDS)  carries out design appraisals to ensure compliance with its rules and regulations.  These cover hull structures, engines, generators, steering gears, propeller, electrical, piping and control systems, and other major machinery components.


Ship Life-Cycle and Class Surveys

During the construction process, PANAMA MARITIME DOCUMENTATION SERVICES INC. (ClassPMDS) surveyors regularly inspect materials at shipyards, supervise welding procedures, review and witness welder performance qualification tests, perform on-site surveys and monitor fabrication during all stages of the construction, witness destructive testing, survey the building and installation on board at the shipyard of all essential machinery, and attends final dock and sea trials. 

Survey after Construction

Maintenance of Class PMDS Classification is assured by the system of periodic surveys to determine continued compliance with its Rules. These include various surveys of hull and machinery on a continuing basis.


Classification of Existing Ships

Existing ships, not built under PANAMA MARITIME DOCUMENTATION SERVICES INC. (ClassPMDS) supervision, can also be classed with us only after ensuring conformity with our Rules.
